Use Local time in AMP timestamps

Currently, timestamps in AMP are displaying in UTC time. If possible, a user would like the time that is currently being displayed in UTC, to be displayed to whatever the users local time is.

This data is informative for product owners to see direct defects in relation to WCAG guidelines vs best practices. Export (spreadsheet) makes it easier to incorporate this data in ad-hoc report summaries
