Allow AMP best practices to be have tags associated with them to allow them to be more easily categorized to multiple categories and UI patterns

Adding tags would support users in located and finding related best practices for a UI pattern.

Add combo box to show all organizations on Change Org screen

Idea being submitted via James Dietz: Please add Previous | Close | Save | Next | Finish ) on all use case screens because right now you must navigate back to the dashboard to access each use case.
